IGRTC appeared before the Senate Standing Committee on Devolution and Intergovernmental Relations to present 2026/2027 policy and budget priorities.

The  Intergovernmental Relations Technical Committee (IGRTC) team, led by Chairman CPA Kithinji Kiragu, appeared before the Senate Standing Committee on Devolution and Intergovernmental Relations to present key policy, programmatic, and budget priorities as outlined in the 2026/2027 Budget Policy Statement.
In his remarks, the Chairman briefed the Committee on IGRTC’s achievements under Medium-Term Plan III, priority programmes for FY 2026/2027, and a detailed update on the unbundling, delineation, and transfer of devolved functions and attendant resources. He emphasized the need for the division of revenue to align with Article 203(1) of the Constitution, particularly Article 203(1)(d), to ensure counties are adequately resourced to perform their assigned functions.
The Chairman also updated Senators on ongoing budget rationalization following the gazettement of devolved functions on 16th December 2024 (Kenya Gazette Notices No. 16472–16483), a process expected to enhance service delivery across the two levels of government.
The Committee Chair, Sheikh Mohamed Abass, underscored the need for enhanced resources to enable IGRTC to effectively deliver its mandate in support of devolution. The IGRTC team appeared alongside the State Department for Devolution, led by Michael Loikenu Lenasalon, and the Council of Governors.
Senators present included Hon. Catherine Muma, Hon. Peris Tobiko, Hon. Mohammed Chute and Prof. Margaret Kamar. The Chairman was accompanied by IGRTC CEO Dr. Kipkurui Chepkwony, Director Corporate Affairs Monicah Wambua, and Director Programmes Victor Odanga.
