Implementation of bursary and scholarship

National Assembly Retreat on the implementation of Bursaries and Scholarships.

The Intergovernmental Relations Technical Committee (IGRTC), led by Chairperson CPA Kithinji Kiragu, Director Legal Services Ms. Sophie Amutavy, and Deputy Director Ms. Joy Bigambo,  participated in a retreat convened by the National Assembly Committee on Regional Development, chaired by Hon. Peter Lochakapong.

The retreat deliberated on the implementation, oversight and sustainability of bursaries and scholarship programmes through Intergovernmental Partnership Agreements (IPAs) within the existing constitutional and intergovernmental relations framework.

The discussions underscored the importance of Articles 6(2), 187, and 189 of the Constitution of Kenya, which provide the legal and constitutional foundation for cooperation, consultation and mutual assistance between the national and county governments. These provisions also form the basis upon which the Intergovernmental Relations Technical Committee facilitates collaboration between the two levels of government in the delivery of services to citizens.

Through its constitutional mandate, IGRTC has continued to support county governments in establishing Intergovernmental Partnership Agreements (IPAs), which provide a lawful framework for collaboration in areas of shared interest. To date, IGRTC has successfully coordinated the development and implementation of IPAs for 34 county governments and is currently processing additional requests from other county governments.
